The visa notice letter from China foreign Affairs office is not required for you to come to China to visit your wife.
The appointment is not required for visa application, besides the documents you listed, your original passport with at least 1 blank visa page and 6 months remaining validity, one passport photo are also required. If your wife has the residence permit on her passport, the copy of it is also required.
