Harbin is a perfect choice to experience winter. Would you like to travel in a package tour or travel by yourself?

Well, it is difficult to give you an estimate cost since it varies greatly in terms of your travel days, flight, hotel standard and other element. Why don't you ask this website for help? Seems they supply some Harbin tour and could give you a concrete quote.
