There is no simple answer to this question, in principal, if you want to get a China visa in a third country/region, you should have the residence permit or valid visa of this country/region, however, sometimes, the short-term valid visa is not accepted by China visa officer, you can have a try to apply for the China visa in Khabarovsk, I can't give you an assuring answer.
