About:Chinese Embassy in Pakistan

My brother and family are planning to visit us in Mexico. The flight route is from Pakistan to China to Tijuana,Mexico.DO they need to apply for transit visa or as a Pakistani national visa is not required.
If Visa is required, can they come to the consulate of China in Islamabad in person with documents to apply for the Visa or they have to apply by mail?
Can head of the family bring the passports of the family or everybody has to come.
I understand, Pakistani Nationals do not pay any fee.
Please help

Mr.Zafar, if your brother and family stay in a transit city in China for less than 24 hours without leaving the airport, they don't need a visa. Otherwise, you have to apply for a transit visa. They have to come to the China embassy in Islamabad in person with documents to apply for the visa, application by mailing is not accepted. The head of the family can apply for visa on behalf of them, they don't need to come to the embassy in all.
