About:Chinese Consulate in Brisbane

Hi, for a PR in Australia with his/her Chinese passport is about to expire, (not expired yet), Does he/she need to go through the same procedure to obtain a new copy of passport the same like those whose passport has already expired? If not, what needs to be done to renew the passport?
