About:Chinese Embassy in Pakistan

I have 2 questions
1-- Is it possible for Pakistanis to apply for Chinese visa from another country where they are living/working and have a work permit. I have read and heard a few times that Pakistanis can only apply for visa from Pakistan.
2-- I have travelled to Guangzhou many times on business visa in past few years but now there is change in requirement for obtaining visa notice. English translation from google translator is

I went to embassy in Karachi and they have no idea about this and they sent me back without any proper response.
Does anyone know what to do here as my company can't apply for visa and I can't get things done as needed.

I see that the required documents for Business Visa when you apply for it at Chinese Embassy in Islamabad:
(I) Original Visa Notice Sheet from an authorized governmental apparatus /organization inChina prescribing the visa validity, number of entries and stay period;
(II) Fully completed Visa Application Form in Chinese or English, attached with one of the applicant's recent color photograph (30mm X 40mm)
(III) Original passport with validity more than six months and minimum 2 blank visa pages;
(IV) Photocopy of the first 2 pages (personal information) of the passport and the recent Chinese visa page if there is any;
(V) Invitation letter from the company/organization/institution you want to visit in China;

The first part of getting Visa Notice Sheet is the problem here. The rule has changed in October for Guangdong province and now we have to get our local business licence and proof of relation with Chinese company attested by local Chinese Embassy. This needs to be provided to Govt. Authority in China (by Chinese partner/sponsor company) to obtain visa notice. After visa notice the process is as usual.

This is one time documentation and hopefully can be used again.

Note: This requirement is only for Pakistan. No other country is required the additional attestation of company licence.
