About:Chinese Embassy in U.S.A.

Hello, I represent a US-based company that wishes to establish a Representative Office in Beijing. I was told that I first need a "Certificate of Incorporation" for the Chinese Embassy in the US. Can you please instruct me as to: 1) who I should speak with at the Chinese Embassy to learn about this process, and 2) what the specific steps and requirements are for me to proceed? Thank you kindly for any help.
