About:China Area & Zip Code

I received a letter I believe to be a scam. A Chinese man wrote to me (from China supposedly) with a phone number of 852-8197-9604. I did not find 852 as a China area code. Can you tell me if it is? The other odd thing is that the letter came from Canada hahahah. Thanks if anyone can help.

Hi, 852 is the area code of guizhou in china.

Actually, 852 is Hong Kong (I just had a letter directing me to call back to a 852-8197-xxxx number, so I traced it down - looks like a same-surname inheritance scam).
