Passport holders of Philippines can visit Hong Kong for up to 14 days without a Hong Kong visa. So you don't need a visa to Hong Kong. But you need a visa to China, you can't get a visa upon arrival which is issued to aliens under real emergencies, you can get more information about visa-on-arrival on this website https://www.travelchinaguide.com/embassy/visa/service.htm
