I concerned about the cruise tour we are taking over the Hangpu river in Shanghai, as well as the West Lake tour boat from Shanghai to Hangzhou. In January those lakes and rivers are frozen? e can take the cruise or boat tour??

Shanghai and Hangzhou belong to southern China. In winter, the southern cities are warmer than the northern cities. Water in the northern cities is sure to be frozen in winter. But usually rivers or lakes in the southern China will be cold but not cold enough to be frozen.
