About:Embassy & Consulates of Russia in China

I'm a US citizen working in China. I have a temporary residence registration card, but am not a permanent resident of China. From another information source online. I found out that it might be difficult or impossible to get a non-business Visa from the Russian consulate in Beijing. Can you confirm/deny this?

I think the temporary residence permit is Ok for visa application at Russian embassy in beijing.
