About:Chinese Embassy in Germany

Hi Im Victor Holder an Australian citizen , I going to China on Saturday and i could't get my (L) visa in Berlin last week for limited time reasons.
But I trusted I could do it in Barcelona where Im now. I went this morning to Barcelona embassy and they said, they dont give visa to any person who is not resident or living in Spain. How come in Berlin being an Australian citizen and no German resident , the China embassy can give me a L visa and not here in Spain.

Im going on Saturday to Milan is it possible over there , Can i get my Chines L visa ? how long this will take if I apply on next monday . 2do of November? Can i get it the same day?

China embassies in different countries may have different visa rules.
Considering to the case in Barcelona, you'd better confirm with the China embassy in Manila firstly.
