About:Chinese Embassy in U.S.A.

i and my family lived in refugee camp in HongKong for 2 years(from 1988-1990) and we were sent back to Vietnam in 1990.Now i am citizens of usa because i got married with usa citizens and my family still live in Vietnam .
i am doing paper work to bring my parents to usa with me and at the end the USA visa center wants me to provide them my parents' certificate of no conviction that issued by HongKong police.i told my parents to go get the finger prints in viet nam that i can apply for certificate of no conviction from hongkong police but no places in vietnam allowed them to get it.so that means we are stucked and my mom and dad can't go to lived with me in usa.i hope that you can help me with this problem cuz i;ve been searching every website and couldn't find anything that say about that. THANK YOU SO MUCH
