About:Chinese Embassy in Germany

Father is German who works in Beijing with Z visa and mother is Chinese, baby has German Passport. How can the baby (less 1 year old) get a visa back to China as she is going to use 1 time exit pass to get out Beijing. Can she use an invitation letter to apply Single entry visa in Germany? If she can, can she do it in Stuttgart or Munich? Can her father go on behalf of her or she must to be at the embassy?

yes, the baby can apply for a visa with an invivation letter from China. She should apply for the visa from the Visa Office of the Embassy or Consulate -General which holds consular jurisdiction over the state where she reside.
Her father can process the visa for her on behalf.
