About:Hunan Area & Zip Code

I'm trying to reach some relatives in China (Liuyang,Changsha province). However with my limited knowledge in Chinese, I couldn't understand what the recording message mean. The area code there is 318? somehow what I understood was to press 1 or 2 but for what I don't know.
