About:Apply for China Visa in a Third Country

Hi

I am a turkish citizen.I have a valid 90 days dutch visa. I Dont have a residance. But now I am living in Netherlands. For a scientific wokshop I have to apply for a chinese visa. Can I apply to chinese consulate in Netherlands as a Turkish citizen?

I heard that it is difficult to apply for a China visa in a third country now because of the coming 60th annversary of China.
