About:China Visa Fees

I am a Japanese national residing in USA on greencard. To Japanese passport holders China allows them of visa-free 15 day visitor status. is this true even if i live in USA?

and if so, what's the penalty if i visit and stay slightly over the 15 day period. (if a few days of overstay costs $10 or 20, it would still be cheaper than to get a tourist visa for $30)

Yes, you still enjoy the visa free access to china for 15 days even if you live in USA. The penalty is 500 RMB for overstaying each day, so you'd better apply for Chinese visa before departure if you will stay for more than 15 days.
