About:Chinese Embassy in Romania

Hello,
I am a romanian student doing a semester abroad in HK and couple of days ago i applied for my chinese visa in order to be able to visit China. I had quite an unexpected surprise that romanian citizens had to pay 590 hk dollars (around 60 euros) for a 2 entry visa to china compared to some french or german friends who only had to pay about 20 euros. It was funny because there were only 2 big special announces in the chinese consulate in HK about american citizens and romanians regarding their special status. They said on 1st of march 2009 this new fee of 590 hk$ was put into function. My question is: what happened on 1st of March 2009 and what's the reason why we have to pay that much?

Nobody knows why? WE Americans have to pay much more than others wherever we apply for the China visa. However, as far as I know, Chinese people also have to pay more for applying USA visa.
