About:Chinese Embassy in Malaysia

Is it true that foreigners in Malaysia are not allowed to apply for travel visa at this moment due to the upcoming National Day in October?
I'm planning to bring my Indonesian maid to China end of this month and have been told by the travel agent of this info.
