About:Chinese Consulate in Toronto

Hi, I am temp resident in Canada (valid work permit status). I am working on breast cancer and I have been invited to a conference in Shanghai in April as a speaker.
I live in Winnipeg,MB. Would I have to travel to Toronto to apply for my visa (and subsequently collect it), or I could do this in Winnipeg?. I have read that you can authorise someone else to do this for you (if I have to go to T). Is anybody aware of this procedure? Have you done it this way? IS it "F" visa that I have to apply for? I would appreciate if anybody out there provides me with some detailed feedback.

Mr.George, you have to apply for China visa from Chinese Consulate General in Toronto because it's consular jurisdiction covers Manitoba. You can't apply for visa from Winnipeg because there is no Chinese consulate in Winnipeg. yes, you can ask someone else or travel agency in Toronto to do this for you and you needn't go to Winnipeg, you just need send required docuemnts to them and pay its service and visa fees. Them can send visa back to you.
