About:China Visa

hi, I'd like to know whether it's currently possible for Australian citizens (who are NOT residents of Hong Kong) to apply in Hong Kong for an L visa.

"If you don't reside or work in Hong Kong permanently, you are required to apply Chinese visa from the Embassy
or Consulate-General of Peoples' Republic of China in your resident country."

if non-HK residents are in fact able to get a double-entry tourist visa in Hong Kong, what duration is normally granted? e.g. 3 months?
