If you really in need of a spinning top,why don't just buy one on Internet.The most famous Chinese Sale Websites is taobao.You will be able to find one.I'm a local born citizen of zibo.As far as I know,there is not any festival about spinning top here.btw,the festivals about ceramics hold by the Muticipal Govern is relatively famous.

not too far away. 2 to 3 hours ride on a bus.
as for railway station,of course,Binzhou has a railway station of its own.
