About:Chinese Embassy in Egypt

Dear Sir,
I wanted to apply for a Tourist visa to Taiwan, but unfouratnetly there aren't any council offices here in Egypt
As I was searching through the internet, most links statae that Taiwan and ROC are related, so do I apply for the visa from THe ROC embassy?

You are not able to get a Taiwan visa from the China Embassy. Try to find a foriegn affairs of Taiwan to process it.
