About:Chinese Consulate in San Francisco

There is a person named Greg Allen David traveling to Hong Kong tomorrow morning July 24th from Seattle Tacoma airport to meet a girl he met on the internet. I do not understand how he got a visa to travel to Hong Kong when he is a convicted Level 1 Sex Affender in Washington State USA, which usually makes a person not eligible to travel to some countries. What does that say about Hong Kong?

The fact is that, if he has valid USA passport, he can enter Hk without visa.
