It would be difficult for her to get a multi-entry visa if it is her first time to China. The simplest way is he just apply for a single entry visa to China firstly, after the 30 days' duration, she can go to Hk to apply for a new visa for the next 30 days. At the third time, she may apply for a multi-entry visa.

When she get the multi-entry visa, she will have stayed in China for 60 days, then she can stay in China for less than 6 months with the multi-entry visa, so I advise her apply for a multi-entry visa at the third time.
