About:Chinese Embassy in Malaysia

I have a nephew who is getting married to a girl from China. Malaysian authority requires a letter from the local China/s Embassy to certify that the girl from China is not married in China. How to apply for such letter. How long it takes to process and how much. Also, is it the same place as the visa application?
They met while working in Singapore.
