What are my options (bus, taxi) for traveling from Hong Kong International Airport to the Luohu Hiliday Inn Express?  Where in the HKIA do I make reservations?

Suggest you go by bus. Hong Kong taxis can only send you to Luohu Border or you should hire a taxi also has Shenzhen license. Suggest you take Gogo Bus at A8 Counter (seems to be or around) and pay 150HKD to Shenzhen Luohu and then change to a taxi just in front of you hotel. It is much cheaper and uses one hour.
