Where you will enter into Shenzhen? If you come from HK, yes, you could apply for a 5-day's arrival visa at Luohu Port. But, you are required to visiting in the Special Economic Zone of Shenzhen. Otherwise. if you would like to arrive at Shenzhen from India directly, you have to apply for a China visa in advance. Non arrival visa in this sitatution will be issued.
