About:Chinese Embassy in U.S.A.

Hi, I am an American teacher living and working in Seoul. I want to travel to China (Beijing and Hong Kong) in August. Is it still not possiblel to apply for a tourist visa individually at the Chinese embassy/consulate in Seoul? Also, what are the procedures for doing so if I have not yet booked my flights? And lastly, can I apply for a tourist visa on behalf of another U.S. citizen? Thank you.

Yes, they still don't accept foreigners’ individual applications for Chinese visas of travel, business, study, work, transit and so on.
You have to apply for Chinese visa (visas to China’s Hong Kong are not included) through travel agencies designated by the Consular Section of the Chinese Embassy (http://www.chinaemb.or.kr/chn/lsqz/ls_qz/ls_qz_13/t229558.htm).
