About:Chinese Embassy in Japan

I am an American living and working in Japan. I want to visit Japan but I have to renew my Japanese visa very soon and so I won't have my documents available for a Chinese visa until mid July and I was hoping on going to China on the last day of July. Is this possible? People have told me that getting a visa to Japan takes about 2 weeks but here I see it says 4 days or 2 days for rush service.... When they say 2 weeks are they talking about mail applications or is it longer for foreigners than native Japanese
