About:China Southern Airlines

I'm visiting and touring China soon and have question Re: carry on luggage resrictions.
I understand that one bag plus a purse or other bag, maximum of two, may be carried on. I was told that the maximum weight for the carryon is 11 pounds. My question: is that 11 pounds for both bags or 11 pounds max. for each bag, thus max. of 22 pounds?
