Yes, you can refund the remaining balance. It there is no more than 10 yuan in you card, the balance will be fully given back to you. If more than 10 yuan, you should pay for 10 percent serive fee and get back of your balance 15 days later. You can handle this at 218, Taixing Rd and 389, Meiyuan Rd. You may pay 30yuan as deposit when you buy it. It will not reefund to you. Suggest you charge fewer money into the card and use up when you plan to leave. You would not have to asked for refunding.
