About:China Embassy in Thailand

Hello! For the chinese tourist visa, if an american can still get express visa in bangkok if he has not been to north or south america in the last 6 months?

Currently, the express visa service is probably suspended not only in China embassy in USA, but also in some other regions, I assume.
