About:China Visa

I have a friend currently in china an Indonesian passport holder with L visa and after 2 months of staying there he has decided to open his rep office.

He is currently in zhejiang , yiwu. Is it possible for him to directly apply for a Z-Visa keeping in mind he is the Boss of the company ?

I guess the chance is slim. But he can have a try, he need go to the Public Security Bureau in Zhejiang province, transfer his L visa to Z visa, but he need provide all requirements for Z visa.
