About:Chinese Embassy in Philippines

Hello,
I am a Canadian, currently visiting in the Philipines. I would like to get a visa to china and travel from Philipines to China. I have the paperwork but now was told by a travel agency that I need to go in person to Manila to get a visa, while my friend last year got it all by mail. Has there been a change in the system? Or can it just be sent in to be processed?

Previously, it was possible to entrust a travel agency to apply for the visa on your behalf. I am not sure if the regulation has changed. You can go to the Consulate-General of PRC in Cebu or the China Embassy in Manila.
