About:China Work Visa

Hi! I want to apply a Z visa (working Visa) there in Hongkong as of now I am holding a F Visa one of my riend told me that you're not going to provide aplication for a Z visa especially for the Filipino people. My question is, Is that true? or I can still apply a Z visa there in hongkong. I have school now and they're going to provide all the documents if I'm going apply a Z visa I'm here in China right now.
Can I go there to apply a Z visa?

The Immigration Department of Hong Kong is still granting work visa for other country's nationals.
