About:Chinese Embassy in Japan

Hello. I apologise if you've had to answer this query before but I can't find 100% confirmed information on this. My Chinese friend in the mainland wants to visit me here in Tokyo but she lives in the countryside, quite far from consulates and embassies. Is it possible for her to get a tourist visa simply by applying through a travel agency or is it more complicated than that? Thank you in advance.

Is is relatively easier to apply for a visa through a travel agency than through other channels.
