About:Chinese Consulate in Vancouver

I have both US and Canadian citizenship, but I reside in Hawaii. As I will be flying to Hong Kong (my gateway to Southwest China) from Vancouver (where my family live) and will not be going to Los Angeles, the consulate for my US jurisdiction, can I apply for my tourist visa in person in Vancouver? I would prefer to do that than send my passport in the mail to a visa service. Thanks so much for your information.
