About:Chinese Consulate in Perth

Dear Sir/Madam,
My brother is holding Brunei CI (certificate of Identity) who also hold an Australia PR and is now living in Australia, he would like to travel to China,Macau and Hongkong, can he logged his application in Australia, and what are the documents required.

yes, he can submit his visa application in Australia. Please note that brunei citizens can visit Mainland of China for up to 15 days without a visa. So he needn't a visa if he stay in China for less than 15 days.
Brunei citizens are exempt from a visa to Hong Kong for up to 90 days.
Burnei citizen need a visa to Macau, but he can apply for a visa when he arrive at Macau.

Thank you for your reply, for your infomation my brother who is holding a Brunei Certificate of identity (CI) and not a Brunei passport, to my understand he does need visa to China,Macau and Hongkong (correct me if I am wrong), your advise please
