i am a foreign trveller i want to go from guangzhou to taipei is there any cheap flights

It seems that it is only charter flight weekly from Guangzhou to Taipei. And, I heard that it is only opened to Chinese tour groups and Taiwanese compatriots. But, you could try to another convenient and much cheaper method. You could get to Macau or Hong Kong firstly and then take a direct fligt there. Usually, the TransAsia Airways' flight departs from Macau is much cheaper...
