The essence of 240 hour visa free transit is that the immediate points before and after mainland China are located in two different countries or eligible territories. Eligible territories are Hong Kong, Taiwan and Macau.
In other words, your itinerary, as you have presented it is not eligible because it has its immediate points, before and after mainland China in just one territory - Hong Kong. Examples of eligible itineraries are:
Macau - mainland China - Hong Kong
Indonesia - mainland China - South Korea
Hong Kong - mainland China - Taiwan
Taiwan - mainland China - Mongolia
It is very easy to make your itinerary eligible by inserting Macau. For example:
Bali - Hong Kong - Macau - mainland China - Hong Kong - Bali
You can take a ferry from Hong Kong to Macau and immediately as you have entered Macau, you can take the first ferry from Macau to Shenzhen and like this you can enter mainland China. You can also fly from Macau toward your destination in mainland China or you can even enter mainland China on foot from Macau through Hengqin border crossing, but you will need your exit ticket from mainland China toward Hong Kong at that moment because you will be asked to present it.
