Can I obtain a 240 hour visa free transit at the border crossing traveling by train from Mongolia/

No, unfortunately, crossing the border overland (bus, car, train, on foot) between China and Mongolia is not allowed under 240 hour visa free transit scheme regardless of direction of travel. I hope this helps.
