The alternative to 5 day Shenzhen VOA is 240 hour visa free transit. If you plan to travel from Hong Kong toward mainland China, you can use 240 hour visa free transit like this:
1. Take a ferry from Hong Kong to Macau.
2. As soon as you have arrived in Macau, take a ferry from Macau to Shekou port in Shenzhen. There are usually 4 or 5 daily departures between Macau and Shekou, so check ahead of your departure from Hong Kong.
3. When you arrive in Shekou port you will apply for a temporary entry permit at temporary entry permit / visa free transit counter. Do not queue at Shekou visa office because this is not for you.
4. You will buy a train ticket from mainland China toward Hong Kong before you depart from Hong Kong/Macau toward mainland China. You will be asked to present that ticket in both Macau and upon arrival in Shekou port in Shenzhen.
5. When the time comes you will take the train you have bought your ticket for.
In this way you will create a transit scheme:
Macau - mainland China - Hong Kong
