Preapproval for visa on arrival

Hi I have an Israeli passport and Hong Kong permanent resident. How can I apply for pre approval for visa on arrival? They suggested pre approval at shekou ferry port and they said they couldn’t provide it there with no clear reason. An agent asked for 2000 HKD to get the visa for me which sounds expensive

Sorry, the visa on arrival is issued at the ports as I know. I haven't heard about the pre approval. The visa on arrival costs only CNY 130 at the port. You may try to apply for it by yourself at Luohu, Huanggang and Shekou Port.
