No, unfortunately, your itinerary is not eligible for 240 hour visa free transit because, in the eyes of the mainland Chinese authorities, the arrival from HKIA, regardless of the fact that you will not cross Hong Kong immigration, is considered as arrival from Hong Kong. The basic rule of 240 hour visa free transit requires that the immediate points before and after mainland China have to be in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau). In your case both of your immediate points are located in just one territory - Hong Kong. The alternative to 240 hour visa free transit, especially if you plan to stay in Shenzhen only, would be Shenzhen 5 day visa on arrival. Its price is 130 CNY and you can obtain it upon arrival at Shekou port. If you insist on 240 hour visa free transit, the solution would be to introduce Macau into equation. After landing take a bus to Macau and from Macau by ferry to Shekou. After your stay in Shenzhen you can take a train to Hong Kong on a pre-booked train ticket. However, your stay in mainland China has to be at least a minute longer than 24 hours. I wish you a nice journey.
