Kevin, you did not mention a country that you will arrive to Beijing from. This is the reason we cannot tell you precisely whether your itinerary is eligible or not. In case if you are arriving to Beijing from a country or eligible territory that is different than Japan, you are fine and you will be eligible for 240 hour visa free transit. Also, here I encourage you to use correct terminology because this is not 240 hour transit visa, but 240 hour visa free transit, so there is no visa of any kind at all. It is important to use correct terminology in order to avoid any possible misunderstandings. You can be asked about your itinerary and you can freely tell to the immigration of your intentions, like a travel to Xi'an, but it is not essential to have all the train travels and all the hotels booked. It is essential to have booked a hotel in Beijing because you will have to fill out your arrival card and there you will be asked for an address in China and there you will write down the name of your hotel. You will also tell that you will travel to Xi'an and later to Shanghai, but that you want to retain some flexibility and that you will buy them as the time flows.
