Yes, of course you can do that. It is allowed to cross the provincial borders when traveling on 240 hour visa free transit. However, since you did not mention your flight itinerary, I would like to inform you that the basic rule of 240 hour visa free transit requires that your flight itinerary has its immediate points before and after mainland China in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau). Please, be very careful because it is literally the immediate points that matter. For example, eligible itineraries are: Singapore - Hangzhou - Hong Kong or Taipei - Hangzhou - Shanghai - Jakarta, Kuala Lumpur - Hangzhou - Beijing - Bangkok... As you can see, the immediate points before and after mainland China are the detail that really matters.
