Tomas, of course they can. The best option is Lo Wu / Luohu border crossing because it is so easy to reach it from the center of Hong Kong by suburban train. The price is 130 CNY (credit or debit card) as for all other citizenship. When your visa is granted you will proceed to Shenzhen. After your stay in Shenzhen you can return to Hong Kong by taking any border crossing and any mean of transport, high speed train included. If you need more days or you wish to visit more Chinese areas beyond Shenzhen, then the use of 240 hour visa free transit would be a solution.
