3-year multiple entry visa is given to US citizens holding China 10-year visa freely in compensation because of the pandemic but you need to apply for it at China embassy or consulates in the USA. You cannot renew a China visa but apply for a new one in HK. Besides, applying for a new 10-year visa in HK is not workable, you may only get a short-term one there.
