Will flying from USA to Shanghai then to Hong Kong then to Usa Work for the 240 visa free transit?

Loretta, your itinerary is without any doubt eligible for 240 hour visa free transit. You should just take care that it is not allowed that your flight from US to Shanghai has any kind of landing within Hong Kong before Shanghai because you will use Hong Kong as an exit point from mainland China. In other words, US - Shanghai - Hong Kong is fine, but US - Hong Kong - Shanghai - Hong Kong is not. Have a nice visit to China.
